As a registered RAMP-LA Administrator you can also sign up to be notified when future opportunities matching your company’s profile are posted online. A notification email is sent when a company’s NAICS interest codes match the NAICS interest codes for an opportunity. Registration is free and can be completed in a couple of minutes.

Active International Small Cap Equity Manager

The Los Angeles Fire and Police Pension Plan (LAFPP) is a defined benefit public pension plan serving approximately 24,000 active and retired Plan members and beneficiaries.  The Plan is directed by the nine-member Board of Fire and Police Pension Commissioners and is administered by the City of Los Angeles Department of Fire and Police Pensions.

The Plan’s assets are managed externally by investment management firms and consultants under contracts to the Board monitored by in-house investment staff.  The current total market value of the pension fund is approximately $34 billion.

The Board seeks one qualified international small cap equity manager to actively manage up to approximately $225 million in an active international small Cap equity strategy through a separately managed account.  Firms meeting the Minimum Qualifications (MQs) must be registered in the eVestment database with complete firm and strategy information (as of June 30, 2025) no later than September 10, 2025 to be considered for the mandate.

This search will be invite-only based on the results of the eVestment screen of active international small Cap equity strategies that meet the MQs as of June 30, 2025.

MQs – Active International Small Cap Equity Search

The Board approved the following Minimum Qualifications (MQs), applicable as of June 30, 2025, for a search to hire one investment manager to provide active international small cap equity management services:

  1. The active international small cap equity strategy must be offered in a separate account;
  2. The active international small cap equity strategy must be open to new investors;
  3. The active international small cap equity strategy must have a minimum 5-year track record;
  4. The active international small cap equity strategy must have more than $900 million in assets under management (AUM); and,
  5. The active international small cap equity strategy must have less than $10 billion in AUM.

The Los Angeles Fire and Police Pension System (‘LAFPP” or “System” or “Plan”) is seeking proposals from qualified actuarial consulting firms with experience providing services to public employee pension funds. LAFPP intends to engage the services of a firm as the “Audit Actuary,” to perform an actuarial audit of the June 30, 2025 actuarial valuation.
